At least you don't have a bouncing idle issue, and its good that when it warms up it returns to the proper rpm. So as mentioned before, the FITV might need to be disassembled and the plate inside tightened down. You also mentioned that you removed the air boost valve, which means that the IACV or FITV is compensating for the missing air boost valve. That is probably why your cold idle is so high.

i realize i removed the air boost but it is to rev the engine

        well update:

50% of the time, when starting cold, it revs to 2k and slowly drops to idle over 3-4mins til to operatig temp is reached

other 50% it bounces to 2500 then drops to 1500 but slowly as it warms up, both drop a lil but about always a 1000 between them til it starts to hit normal idle of like 700

the whole puzzling thing is b4 this plenum swap, this same iacv worked perfect. but i cleaned it w/ carb cleaner and dented in the mesh while cleaning

when the key is in the ON positon, the iacv hums, could this be the mesh dent hanging it up?

lastly i plan on gettin new FITV gaskets, TB gasket and IACV gasket very soon. (like a week)

        any other ideas?
