I beleive Honda has a lifetime warranty on the seat belts. They should fix it fairly quickly.

Honda should fix it, there's a spot in the rear of the car, by the seat bottom that has an access for you to retract the belt so it's still usable if it should be stuck in the open position. It does take some time to crank it back though.
Check fuses first, then the connections under the passenger seat, then take it to a dealer.

Unless someone had rewired your car poorly, I guarantee that the radio fuse didn't fix the seatbelt. Maybe you read the labels wrong.
