    is this expected?

This might be trivial, butI almost flipped my lid when i noticed my temp gauge is not in its flat position but 2/3 up, i popped my hood and the rad took only a quart of water, but afterwards that, it returned to its original position.

P.S. What is the operating temp of the cooling system, and what would the temp gauge register as max temp?

If its low on coolant the temp will go up.
You need to find out where that quart went - either there is a leak somewhere or it is boiling and overflowing.

The operating temp is around 85*C.

well I have been using just water in the semi warm months in washington, for a bit over a year, I will blame it on overflow, but I will follow the coolant level closely, no major giveaways yet, knock on wood lol

it should be a sealed system, the water is either leaking out or getting into the combustion chamber. If you let the water get to low you will need a new head gasket and possibly more, so find out where the water is going before it cost even more to fix.
