Heat blowing from vents even temperature is set on full COLD

If I have the blower fan running and the temperature set to full COLD, there's still a significant amount of heat coming out of the vents. Obviously this doesn't make the air conditioner's job any easier.

The little water valve for the heater inlet is working.

Obviously the vent will pick up SOME heat going through the dash but how much is "too much"?

When I had my 93 CB, my a/c was ICE COLD. There was no noticeable heat, so you either have a stuck knob(that you think is on cool but is not) or there is an issue with the system.

Yep. Mine used to have frost coming out of the vents. Double check your cables under the heater core housing. Make sure nothing is binding.

You may see the cable for the water valve working, but it may not be shutting completely when the knob is at "cold". Set the knob to "cold", then at the water valve, release the clamp on the cable and make sure the valve is completely closed, then close the clamp.

I had a Honda once with a bad cable. I just opened the hood and moved the water valve by hand when I wanted heat and didn't want heat. Eventually , I got around to replacing the cable.
