as to the original problem...is it possible he's running d2s' ?

I did a bunch of SEARCHING which is best for info like this...I made a thread about it...http://www.cb7tuner.com/vbb/showthread.php?t=89982
there is more in that thread...here's an excerpt

D2s blind people...why? Because they do not have a shield on them.
I don't know what this "shield is" but that's all I need to know.
Apparently these were designed to be put into a housing much like halogens...I'm assuming this "shield" is not unlike that cap on our halogens...or something...I don't know. Either way...the point I got is DON'T USE THEM!!!

D2r are the ones to use...because they are actual projectors WITH the shield

d2r's are the fitting/ size of the bulbs. they wont fit on the cb's. they go cars like the acura TL. thats what the TL's come with stock.

Wrong. D2r's were meant for stock housings since they have the shield incorporated on them. The D2s were designed for projectors since they bounce around on the projector cut off shield it won't blind anyone.

Edit: Taken right from your thread so you know what im talking about

The D2R bulbs are used in reflector based HID systems like the 2nd gen Acura TL. The little shield blocks a small amount of light and reduces glare, but it isn't a big difference and the D2R can still be used in a projector setup with little adverse effects.

why would you want to put a round housing in your oblong housing

It wouldn't look right nor fit nor give you any good benefits if you want to get HID's one day

stock housings aren't really meant for HID's They make the bulbs so you can use them in stock housings. Like if you want to keep your stock housings and want almost no glare do a retrofit with D2r bulbs instead of the 9006 bulbs.

D2r's are meant for stock housing since they have a shield incorporated on them

did you angle them right? There are tons of different ways to adjust the stock housings. Ok well maybe like 3 but still its more than the one screw on top

I understand but if the housings isn't adjusted just right it will throw the light off. Know what im saying
