Will this work on my bumper?

I have the DX trim and I'm just wondering if anyone knows if this is possible.

Someone who had the car before me backed into something and it dented the bumper cover (thats an easy fix ) but they also mananged to somehow cut the bumper cover as well, its about one inch by 1/8th of an inch on the size of the cut. The peice is still attached but lose, and annoys me every time I see it.

I was wondering if I could just plastic weld the peice down and use silicone to fill in and level out any holes/roughspots? I plan to paint the bumpers so how it looks unpainted isn't a worry for me.

Anyone know/think this will work or not work? Please let me know, or if you've done something like this and think something might be better please let me know.
    Hi, I'm Shippo and I have a problem. I keep buying CB7's.

Honestly, a new Certifit bumper cover might be a better option. They only run $40-50 and wouldn't have any issues when you do go to paint them.

yeah, but right now I'm alittle short on cash and the looks of that bumper isn't the top of things to fix for my car.

Just wondering if this will work, but oh well I'll try it out soon and report back I guess.

also the car will be going flat black and staying that way.

Go to an automotive paint store and pick up some 3M bumper repair, that is what you can use to fix it, don't use the plastic weld and silicone it will crack.
