I believe the green dot is part of a new reputation system being implemented on the board.
Not ready for use yet, i assume.

They are reputation points (but they are disabled)

I just noticed it today, I find it very useless. It shows reputation, users can give you reputation for, guiding them in the right direction, or telling them how to do something..ect.

I'm sure it just needs to be configured. I think only Deev has that option at the moment.

Of course I will accept Paypal to tweak your rep, if you're that concerned.
