You need a better flash and stable hands. Panning at night is hard. Raising the ISO helps too but on a P/S you see all the noise especially at night. Panning shots for P/S is usually easier and better in daytime.

Not really on panning at night. If you have tried anything at night to slow of a shutter speed will give you that effect either way unless the parking lot is well lit you might be able to get away with it.

a flash would most likely kill that shot.... it would freeze motion and u would be left with blurry lines of light in the background and a car that looks to be sitting still....
need more light... thats really the only answer. that or a lot higher iso.. and maybe a bit of luck... those shots are hit or miss anyway u look at it.

I hate how the sky looks most of the time it sucks. You can get more depth with clouds but that day it was just grey sucked.
