I want OBD1. I do not want to order an engine and find out I have to spend more money to convert it.

Regarding the knock sensor, I am having no luck finding an H23 prelude around me. Will I just get a CEL if I have it disconnected until I do find the plug for the KS? Or another option a P39, will the one from an AT car work for a manual?

You should be able to wire a knock sensor without needing the plug. Just run the wires. Another option is to look for other Honda models with knock sensors. There's a good chance that the plug would be the same.

As for the P39, yes, AT will work with only minor issues (some don't even notice.) But a P39 is for the F22B, not the H23A1. Similar, but not the same.

Remember what was said about halfassing? Running an incorrect ECU is pretty damn close.

I thought the P39 was a P14 just KS bypass, well now I know. I still need to address the power steering, do I need to mix and modify brackets?

The P39 is for a 2.2L engine with a different compression ratio and a different head casting. They're similar enough that you could probably run a P39 without doing damage... but it won't be correct.

There are three methods to accomplish retaining power steering on this swap, all of which have been covered many times.

                First:

You can use the '92-'96 Prelude DOHC (that means any Prelude that came with an H22A, H23A1 or F22B DOHC) P39 bracket with a '92-'96 Prelude pump and a Prelude high-pressure line. The line and pump are the same between DOHC and SOHC cars.

                Second:

You can use the Prelude DOHC bracket with the Prelude pump and modify the line in your Accord to accept the portion of the Prelude's line that attaches to the pump.. This essenitally created a hybrid Prelude/Accord line. This prevents you from having to wrestle the Prelude line out of the junkyard car if the engine still happens to be in place. You just cut a good portion of it off and leave it bolted to the pump. The downside is the added cost of a hydraulic shop assembling the line. And no, you cannot clamp it yourself. Many have tried and few, if any, have had it hold up for long.

                Third:

You can retain your Accord pump and line by using the PT2 bracket from the DOHC CB Accord and Ascot from Japan. The Accord bracket will need to be from a car that had an F20A and the Ascot bracket will need to be from a car that had an F20A or H23A. Either will work.

Googling for engine pictures of any car I've described will show you what the brackets look like.

With all 3 options I should not have problems with hooking up the Accord resivore, correct?

Just going to throw this out there, I just swapped a h23a1 into my cb last year. I love the motor, its kinda torque-y, however looking back now I wish I would have done a H22 swap, it already has more power than the h23a1 and there are a ton more parts for the h22 than the h23. But I got my H23 for free so that swayed my decision alot at the time lol.

Well 160/160 is enough. Will I need to do any internal/external dizzy conversion? There was a thread I found about on here through google, but it just confused me. If this matters I have an F22A4 as of now.

If your car has external dizzy you will need to match the setup.

A4 is internal. H23A1 is external, I believe. You'll need to rewire for external (the second half of that DIY written by uslspct should show you how.)
Or you could get a JDM H22A, which has an internal dizzy.

I I am crap with wire work, maybe I have repressed memories with electrical components because of too many forks in sockets, still have not learned my lesson. Could I just get an H22 distributor or doex there have to be electrical work no matter what.

So I did a budget list and this project should cost $1700 not installed. I will post my list later tonight.
